The ARHA Section 3 Program aims to ensure that employment, training, and other economic opportunities generated by HUD financial assistance shall be, to the greatest extent feasible, directed to low income persons, particularly those who are public housing residents and to those businesses which provide some economic opportunities to low income persons.
