Senior Contract Manager

The Alexandria Redevelopment and Housing Authority (ARHA), was established to provide affordable, safe and sanitary housing to low and moderate-income families that live in the City of Alexandria.  ARHA owns and operates 767 Public Housing units and provides 1,992 Housing Choice Vouchers to residents in the community. ARHA is seeking to identify a Senior Contract Specialist performs under the direct supervision of the Director of Finance and works closely with the Procurement Manager.  The Senior Contract Specialist is responsible for a wide variety of materials, supplies, equipment and services purchases for the Authority.  In addition, the Senior Contract Specialist provides support concerning product information and specification details and provides administrative office support in the processing of purchase orders and requisitions.  Further, the Senior Contract Specialist processes receipts against purchase orders and answers telephone calls regarding purchasing supplies, equipment, or services. The successful candidate must have Bachelor's degree from an accredited college or university with concentration in accounting, business administration, or closely related field or three (3) years of increasingly responsible purchasing experience with a hardware supplier or other large scale residential maintenance operation or an equivalent combination of education and experience. Moreover, the successful candidate must have a comprehensive knowledge of HUD, city, state, and Authority procurement and contracting regulations, policies, and procedures. The successful candidate must also have:

  • Ability to interpret regulations and standards, and contracts; for compliance with relevant requirements and Authority standards.
  • Comprehensive knowledge of specification writing, bidding procedures, cost of labor and materials for rehabilitation projects. 
  • Skill in interviewing vendors; persistent in following up on performance and in identifying problems and formulating solutions.
  • Ability to present information in a clear, organized, and convincing manner.
  • Ability to accurately and completely document in writing appropriate events and activities.
  • Ability to establish and maintain effective working relationships with co-workers, contractors, vendors, and other persons outside the Authority.
  • Ability to prepare clear and concise narrative and statistical reports and deal effectively with situations requiring tact and diplomacy.
  • Ability to operate appropriate ARHA computer equipment and software packages.

The duties and responsibilities of the successful candidate include but are not limited to:

  • Reviewing Purchase Requisitions and the applicable policy, regulation, code, or law, and choosing the appropriate Method of Procurement (Small Purchase, Competitive Solicitation, Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), Qualifications-Based Selection (QBS), and Sole Source).
  • Coordinating with Director of Finance and Administration in issuing requests for proposal and invitations for bid.
  • Coordinating with Director of Finance and Administration regarding fact-finding sessions, evaluations, conferences, pre-bid and pre-proposal conferences, post-award conferences, and negotiation sessions. 
  • Representing the agency in meetings with contractors to ensure a clear understanding of what is required for performance. 
  •  Coordinating with Director of Finance and Administration outside contract work, ensuring competitive bids are received and reviewed for adherence to budget, procedural, and technical requirements. 
  • Evaluating contract files for compliance with HUD regulations and preparing appropriate forms, letters, and documents accordingly.
  • Conducting reference verifications and debarment checks for new vendors
  • Preparing Board Docket for Procurement actions
  •  Recommending or issuing changes to the contract, highlighting conditions that could jeopardize contract performance. 
  • Making recommendations on problems of production, delivery, Authority-furnished property, quality assurance acceptance, or other areas affecting the contract.
  • Monitoring work performed and notifies contractors in writing of contract deficiencies identified and advises contractors of consequences of not complying with contract terms and general condition
