HCV Department Overview
The Alexandria Redevelopment and Housing Authority’s (ARHA) Housing Choice Voucher Department administers two (2) main subsidized housing programs, with a separate waiting list for each program. These programs are the Housing Choice Voucher Program (HCVP) (formerly known as Section 8) and the Moderate Rehabilitation Program. This department also administers several, “set-a-side” voucher programs, the Family Unification Program (FUP), Transitional Housing Program and the Mental Health Program. Currently, the HCV department does not maintain a waiting list for these programs. For all of the programs mentioned, rental assistance is provided to low income families and the assistance is based on gross annual household income.
The HCV department also administers several HCV tenant programs; Family Self Sufficiency (FSS) and Home-Ownership. Both of these programs are designed to help eligible participating families to achieve both self sufficiency and upward mobility. These programs utilize specialized coordinators that help families towards achieving goals such as advancing education, increasing finances, improving credit worthiness and purchasing homes.
The HCV Department is administered in compliance with its current Administrative Plan and HUD's HCV Regulations and Existing Operations/Procedures Handbook. It is the policy of the HCV Department to comply fully with all Federal, State, and Local non-discrimination laws and in accordance with the rules and regulations governing Fair Housing and Equal Opportunity in housing and employment. Specifically, the HCV Department shall not on account of race, color, sex, religion, creed, national or ethnic origin, age, family or marital status, or disability deny any family or individual the opportunity to apply for or receive assistance.
